§ Mr. THURTLEIs not the hon. Gentleman in a position to tell the House anything about the result of the negotiations up to this point—whether they have met with any success or not?
§ Mr. LOCKER-LAMPSONI think it would be very undesirable to say anything until the negotiations are complete.
