asked the Secretary of State for Foreign Affairs whether His Majesty's Government is willing to take part in a loan to Bulgaria, organised by the League of Nations on lines similar to the loan to Greece, and for a similar purpose, namely, the solution of the refugee problem?

Sir A. CHAMBERLAIN

I cannot undertake to say in advance what would be the attitude of His Majesty's Government in the event of the League's under taking to organise such a loan.

Mr. BUXTON

In connection with that, is the system working well in Greece, and is it not the best model to follow?

Sir A. CHAMBERLAIN

It is now working well, but it has not worked without difficulty, and, though I recognise the importance, for peace in these districts, of the settlement of these refugees, I should be unwilling to make any statement in general terms about a loan brought out under the auspices of the League.
