I beg to move, That leave be given to introduce a Bill to amend the Asylum Officers' Superannuation Act, 1909. The need for the amendment of this Act was recognised by the House of Commons as far back as 1911, when it appointed a Committee to consider a Bill introduced by the Noble Lord who is now Assistant Postmaster-General. [HON. MEMBERS: "Agreed!"] On a point of Order, Mr. Speaker, I would appeal to you to know whether a Member introducing a Bill under the Ten Minutes Rule is not entitled to address the House without persistent interruption?
