asked the Secretary of State for Foreign Affairs whether His Majesty's Government is prepared to support a loan, guaranteed by the League of Nations, to Bulgaria to be used exclusively for solving the refugee problem?

As the right hon. Gentleman will be aware, the League of Nations is not in a position to guarantee loans, which can only be raised by borrowing countries on their own credit in the market. In general, His Majesty's Government do not interfere in the placing of market loans, and I do not think it desirable to express any opinion in this individual nose.
