38. Mr. STEPHEN

asked the Secretary of State for Scotland if the rules, instructions, and recommendations to parochial authorities previously issued by the Local Government Board for Scotland, in connection with the Poor Law, Vaccination, and Local Government (Scotland) Acts, are still available for the use of members of parish councils in Scotland; and, if not, if he can arrange for their reissue?

The volume is now out of print and is to some extent out of date. A copy of the volume was supplied to every parish at the time of publication and copies of circulars and instructions issued since then have also been supplied to every parish. The issue of a new edition of the volume is not contemplated at present in view of the expense that would be involved.

Mr. STEPHEN

Can the right hon. Gentleman say how members of the parochial authorities are able to carry out their duties if this volume, the only volume which can give them information, is out of print? Will he reconsider the decision not to reissue it, in view of the importance to these people of having full information as to their powers?

Sir J. GILMOUR

As I understand it, ample information is at the disposal of these authorities, but it is a matter I am prepared to look into. I am not satisfied that it is desirable to reissue it at the present time.

Is the right hon. Gentleman giving the parish councils all possible information as to the value of vaccination?

Mr. BECKETT

Is the right hon. Gentleman issuing any warning as to the dangers of vaccination?
