asked the Secretary of State for the Home Department whether it is his intention to introduce legislation based on the first Report of Mr. Justice Finlay's Committee on Legal Aid for the Poor, or whether it is proposed to wait until the issue of the second Report?

I propose to await the issue of the second Report, when the matter, so far as legislation is required, can be dealt with as a whole. Effect can be given without legislation to some of the recommendations of the Committee in their first Report, and these are now under consideration.
