§ Sir W. JOYNSON-HICKSI have been asked to reply. One borough has made a by-law on this subject, and it has been allowed to come into force. I consider that, where the local authority think that a by-law on the subject is necessary to prevent annoyance or disturbance to residents or passengers, they should be allowed to put it in force, provided it is limited to the use of these things in streets or public places or places which adjoin streets or public places and to which the public arc admitted. Similar nuisances have often been dealt with by by-law.
