asked the Secretary of State for Air, in view of Clause 45 of the Third Interim Report of the Lytton Committee and its subsequent endorsement by the Southborough Committee and the Government, what action he proposes to take to ensure its fulfilment with respect to the appointment of temporary ex-service men in the Civil Service to posts of a technical or semi-technical nature, in accordance with Clause 7, Order in Council, 10th January, 1910, or the appropriate machinery that may replace it?

The machinery to which my hon. Friend refers is indicated by paragraph 45 of the Third Interim Report of the Lytton Committee as appropriate to cases where an individual ex-service man possesses the requisite technical qualifications for a particular appointment. In general, the technical work at the Air Ministry is in large blocks involving the employment of considerable staffs for whose establishment the alternative method of special limited competition provided under paragraph 45 has been invoked, but the procedure referred to in the question has been utilised in 50 cases.
