asked the President of the Board of Education if he will state the reasons which have led the Board of Education to make a special Regulation dealing with expenditure by the Croydon Corporation on elementary education?

Lord E. PERCY

If my hon. and gallant Friend is referring to the Salaries of Teachers (Public Elementary Schools) Regulation of 2nd February last, he is under a misapprehension. This Regulation applies to all local education authorities, not to Croydon alone.

But does not Croydon come under the 3½ basis schedule, and does not the Noble Lord now insist on Croydon coming under No. 4, and is that part of the policy of economy of the Government?

The position is that Croydon put itself some years ago under a scale which it called 3½, which was not one of the award scales; and in accordance with Lord Burnham's award I have now suggested to them that they should adopt the appropriate scale under Lord Burnham's award.
