WOODSums withheld from insurance practitioners in the circumstances referred to are not returned to the central pool for distribution among practitioners, but are carried to a special fund from which, under Article 21 (2) of the Regulations cited, payments are made to insurance committees towards meeting exceptional expenses incurred by them in the administration of medical benefit.
