§ The SECRETARY of STATE for the COLONIES (Mr. Amery)Negotiations have been proceeding between the Indian and Ceylon Governments, and the latter have deputed the Controller of Labour to confer on the subject with the Government of India; but I have not yet received a report from the Governor of Ceylon on the result of the negotiations.
