asked the Home Secretary the cost of preparing and printing the return of the expenses of each candidate at the General Election?

The return was prepared in the Home Office and Crown Office, Edinburgh, from figures supplied by the individual returning officers, no additional cost being incurred. The cost for printing and paper was £138.

Is the compilation of this return a statutory obligation?

I think it is, but I could not say so with certainty at the moment.
