PERCYThe requirements laid down in the Regulations for Public Elementary and Secondary Schools appear to me to afford the board adequate control over the staffing of the schools for the purpose of ensuring that they are efficiently and properly conducted, and I do not consider that there is any need for legislation in the matter.
