asked the President of the Board of Education whether he has any control over the appointment of teachers in the public elementary and secondary schools; and is he prepared to introduce legislation for the purpose of securing control by the Board of Education?

The requirements laid down in the Regulations for Public Elementary and Secondary Schools appear to me to afford the board adequate control over the staffing of the schools for the purpose of ensuring that they are efficiently and properly conducted, and I do not consider that there is any need for legislation in the matter.
