asked the Minister of Health whether he will consider the advisability of the Ministry publishing their decisions given upon appeals made to them under Section 3 of the Housing Act, 1925, in order that local authorities may know the construction placed by the Ministry upon the Section?

Mr. CHAMBERLAIN

The matter referred to by my hon. Friend has been engaging my attention. The great majority of appeals under the Housing Act are concerned with questions of fact, the decisions on which depend on the particular circumstances of individual cases and which, therefore, it would be unreasonable to treat as precedents necessarily binding in all cases. I however, considering whether it will be practicable to bring to the notice of local authorities through the Annual Report of the Ministry and otherwise, any decision which appears to involve any new and large question of principle.
