asked the Secretary of State for Foreign Affairs if his attention has been drawn to the negotiations proceeding between the French and Soviet Governments with a view to the settlement of debts and other outstanding questions; and if he will take steps to initiate similar negotiations between His Majesty's Government and the Soviet Government?

Sir A. CHAMBERLAIN

The French Government have informed me that they are about to begin negotiations with the Soviet Government for the settlement of outstanding questions. I shall watch the course of these negotiations with interest in the hope that it may be of a nature to facilitate the renewal of conversations with His Majesty's Government.

In view of the recent successful negotiations with the Royal Italian Government, cannot the right hon. Gentleman reconsider opening up negotiations with the Soviet Government?

I do not see how that question arises out of the question on the Paper, or the answer which I have given to it.
