§ Lord E. PERCYI have given no instructions to the authorities of training colleges to restrict admissions. Perhaps the right hon. Gentleman is referring to Circular 1373 of 23rd January last (a copy of which I am sending him), postponing the date for accepting applications for admission, in order to give time for the further consideration of the financial arrangements to be made for training colleges maintained by local education authorities.
