asked the Financial Secretary to the Treasury whether, in making appointments to the Civil Service, the fullest possible regard in paid to the claims of persons already in the Service, subject to over-riding considerations of efficiency; and whether careful inquiry is made in the Service with a view to finding persons capable of performing new work before additional staff is recruited?

The question of setting up machinery for the selection of civil servants suitable for new appointments has been remitted to the Promotions Committee of the National Whitley Council, and I am not in a position to make any statement on the matter.
