§ Sir W. MITCHELL-THOMSONIt is not possible to ensure complete immunity from faults, and the most that can be undertaken is restoration of communication as promptly as possible. Telephone charges have been fixed on the basis that no rebate would be made in respect of short interruptions; and I do not consider that the interests of subscribers as a whole would be served by a change of procedure.
