Mr. LOCKER-LAMPSONThe whole question of measures to be taken for dealing with the Bias Bay pirates is being carefully examined by His Majesty's Gov- 2546 ernment, and a final decision has not yet been reached. If possible, it would be desirable that the Canton authorities should themselves take action.
