§ The SECRETARY of STATE for the COLONIES (Mr. Amery)I beg to move, in page 3, line n, at the end, to insert the words,
(4) The Secretary of State shall satisfy himself that fair conditions of labour are observed in the execution of all works carried out under any loan raised in pursuance of this Act.This Amendment is introduced to meet views expressed widely on the other side of the House.
