§ Mr. ORMSBY-GOREPalestine's share of the Ottoman Public Debt is 2.46 per cent. as regards the loans prior to 17th October, 1912, and 3.02 per cent. as regards the loans raised between 17th October, 1912, and 1st November, 1914. Pending the settlement of questions which are still outstanding, it is not possible to state the sterling value of Palestine's share of the capital debt or the annual expenditure which will fall on the Government of Palestine.
