§ The LORD ADVOCATE (Mr. William Watson)I was not a member of the Committee on the Bill, but in the course of the Committee proceedings, as the result of an undertaking which I had given privately to some deputations I received, in view of our system of public 2046 prosecution in Scotland, of which we are justly proud, the Solicitor-General gave an undertaking on my behalf to the effect that I would undertake, on the Scottish application Clause, to instruct the Procurators Fiscal, who act on my instructions and are responsible to me, to consult with the Board of Agriculture for Scotland before instituting any prosecution to which the veto of the Minister in England would have applied. I desire to give that undertaking to the House.
