§ Colonel ASHLEYThis is a matter for which the railway companies themselves are responsible, and there are no Government Regulations on the subject, except that the Regulations with regard to continuous brakes on passenger trains made under the Regulation of Railways Act, 1889, incidentally limit the number of ordinary goods wagons on such trains.
