§ Mr. McNEILLThe number of successful candidates so far appointed to established posts is 2,149. I am afraid that I could not accept my hon. and gallant Friend's implication that this represents disappointing progress. Certification and assignments are proceeding as rapidly as could reasonably be expected, and I should not feel justified in taking special steps to expedite the arrangements.
