§ Sir K. WOODin the Circular which my right hon. Friend issued at the commencement of the present dispute, he drew the attention of boards of guardians to the importance of granting a substantial proportion of any relief in kind. He doubts whether there would be advantage in issuing any further recommendations on the subject.
