asked the Home Secretary if he will suggest to local authorities the advisability of by-laws being adopted with a view to the nuisance occasioned by the use of loud speakers in gardens or open spaces being abated?

It would not be proper for me to intervene in a matter of this kind. It is for the local authority in the first instance to consider whether a substantial nuisance exists in their district which can be dealt with by by-law.
