§ Earl WINTERTONI regret that the information is not available, and that it would hardly be possible to collect it without a disproportionate expenditure of time and labour. Moreover, since the proportion of Moslems and Hindus varies in each Province, a return of this nature would not afford a basis for estimating the proportionate representation of the two communities in these services.
