Lieut.-Colonel HEADLAMasked the Minister of Agriculture whether, in view of the fact that the decision in a recent case has made it clear that the certificate of the Ministry of Agriculture's local veterinary inspector is conclusive evidence in all Courts of Justice in any case of sheep scab or other disease of animals, the Government will, in fairness to farmers, introduce at an early date legislation to amend the provisions of Section 44, Sub-section (5), of the Diseases of Animals Act, 1894?
