While visits of courtesy and informal meetings are exchanged on suitable occasions between officers administering the Governments of British dependencies and corresponding foreign Colonial officers, 'my right hon. Friend doubts whether it would be practicable to arrange anything of a more formal character. Every effort is made to follow the developments in methods of administration of Colonies by foreign Powers, in particular in regard to agricultural research and kindred matters.
