Mr. SNELLasked the Secretary of State for the Colonies whether he is aware that the Governor of Kenya Colony- has stated that he is anxious to secure throughout the settled part of the Colony the appointment of unofficial resident magistrates from amongst the settlers; and whether, considering the difficulties involved in such a departure from the established administrative practice of the country, he will give the matter his consideration before any change is made?
