§ Mr. BRIDGEMANThe Committee on National Expenditure, in 1922, stated that
the question of the fuel reserves of the Navy is a matter of high policy. We refrain from discussing it in this Report.The subject is constantly under consideration by the Admiralty, and is reviewed each year by the Government in connection with the Navy Estimates, and all economy in this direction, which is at present possible, has been effected.
