§ Mr. HARDIEWhen I came to this House, in 1922, I made myself acquainted with the Rules of the House, and in the copy of the Rules, dated 1921, I find, under Standing Order 29, that "A Member is not obliged to vote." This morning I got another copy of the Rules, and find that those words are still there. I want to know, for my information, whether at any time since 1922 that Rule has ever been altered or suspended in any way?
