Mr. LOCKER-LAMPSONThe answer to the first part of the question is in the affirmative. The Innsbruck Protocol and the Prague Agreement have now come into force and the arrangements required for carrying them out are being made by the Caisse Commune of the Bond Holders. set up under these Agreements.
