asked the Minister of Health if he will urge upon the 140 rural authorities who have no building by-laws in operation the necessity of adopting such by-laws at the earliest opportunity?

Mr. CHAMBERLAIN

No, Sir; the policy of Parliament has always been to leave it to local authorities to propose these by-laws if they thought them necessary, and experience shows that they will do so.
