asked the Secretary of State for Foreign Affairs under what agreement the International Labour Office at Geneva inquires into the arrangements made for emigrants by shipping companies, and so throws expense on British shipping companies; and whether he has consulted with the Board of Trade in this matter?

I have been asked to reply. The question of the simplification of the inspection of emigrants on board ship was included, by decision of the governing body of the International Labour Office, in the agenda for the eighth session of the International Labour Conference, which is to be held in Geneva at the end of next month. I am in consultation with my right hon. Friend the President of the Board of Trade as to the attitude to be adopted on this matter by the British Government delegates to the Conference.
