asked the Undersecretary of State for India whether the Commander-in-Chief of the Indian Army is a member of the executive committee of the Council of State; and, if so, under what authority he occupies that position?

There is no executive committee of the Council of State. The Commander-in-Chief is appointed a member of the Governor-General's Executive Council under Section 36 of the Government of India Act by Royal Warrant. He is nominated as an official member of the Council of State by the Governor-General under No. III of the Statutory Electoral Rules for that body.
