§ Lord E. PERCYIn the case of public elementary schools, such arrangements may be approved under the Code if the. excursions take place during school hours, or under Section 86 of the Education Act, 1921, if the excursions take place outside school hours. In either case expenditure, by local authorities is eligible for grant, under Article 2 of the Substantive Grant Regulations, a copy of which I am sending the hon. Member. In the sphere of higher education, expenditure by local authorities for this purpose is eligible for grant under Grant Regulations No. 4, a copy of which I am sending the hon. Member also.
