§ Lord E. PERCYI am quite prepared, as I think local authorities are aware, to 2012 consider sympathetically proposals for the purpose suggested by the hon. Member, and I have no doubt that the matter will be kept in view by authorities in the preparation of the programmes of development which I have asked them to submit to me.
