WORTHINGTON - EVANSUnder the Royal Warrant, by which the school is constituted, the power of appointing the commandant is vested in the Secretary of State for War, and not in the Commissioners; but the names submitted by the Commissioners were carefully considered before the recent vacancy was filled. I am not aware that the intention was as suggested in the last part of the question.
