Sir GERALD STRICKLANDasked the Secretary of State for the Colonies whether, in view of the fact that the Government of Malta is a dyarchy, with subjects reserved from the local legislature and with civil and legal staff officers to assist the Governor and subject to the Colonial Department, the Secretary of State is prepared to inquire as to whether certain action on their part is against constitutional practice?
