§ Lord E. PERCYI would refer the hon. Member to the reply (of which I am sending her a copy) given by me on the 16th March, 1925, to my hon. Friend the Member for East Ham North (Mr. C. W. Crook), in which I indicated that the suggestions made in the Circular are not intended necessarily to be applied by local authorities to the schools in their areas as a whole.
