Mr. CHAMBERLAINThe main principles of the Bill are the same as those contained in the Draft Bill, which, as my hon. Friend is aware, was circulated in the Autumn of 1923 and has been subjected to detailed examination by local authorities and other interests concerned. In the circumstances I do no think that the issue of a White Paper at this stage is necessary.
