asked the Secretary of State for Foreign Affairs whether steps will be taken to safeguard the provisions in the Treaty of Versailles which forbid preferential railway rates being utilised to give German inland coal a subsidised preference against seaborne Cardiff coal at Hamburg and other German seaports?

I am not aware of any provisions in the Treaty of Versailles which could be invoked to prevent the granting by the German railways of specially low rates for the conveyance of coal from German mines to German seaports.
