asked the Prime Minister if he can state precisely what modifications His Majesty's Government has made in the recommendations of the Southborough Report with a view to meeting the claims or allaying the grievances of ex-service temporary civil servants?

Mr. GUINNESS

I am sending to the hon. Member a copy of the memorandum showing the action to be taken in connection with or as supplementary to the recommendations contained in the Third Report of the Southborough Committee. The hon. Member will see that no alteration is made in the recommendations of the Southborough Committee for the purpose of meeting the claims of ex-service temporary civil servants, but that supplementary arrangements are proposed for the permanent employment in the Civil Service of additional numbers of such men who would not benefit by the Southborough Report.

Will the right hon. Gentleman be good enough to circulate it as a White Paper, if that has not been done?

Mr. GUINNESS

I think it has been done; but I will see.
