§ Sir P. CUNLIFFE-LISTERI am aware that there are cases of the kind referred to, where vessels are trading between foreign ports. I am sending my hon. Friend a copy of an answer given on 26th June, 1923, which sets out the reasons why an amendment of the law would foe ineffective for the object he has in view.
