asked the Minister of Health whether, in view of the failure of local authorities to avail themselves of their powers under Section 5 (1) (c) of the Housing and Town Planning Act. 1923, which provides for the return of rates levied on increased assessments in the case of houses converted into flats, he proposes to introduce legislation to make the provision mandatory, or by some other method encourage the conversion of large houses at present unoccupied?

My right hon. Friend is afraid that he cannot undertake to introduce further legislation on this subject, but will consider whether he can again call the attention of local authorities to the powers given by the section.
