Commander BELLAIRSasked the Prime Minister whether he is aware that the Powers that took part in the Washington Conference agreed unanimously to the Root resolutions for the purpose of mitigating the horrors of submarine warfare as practised by our enemies in the War, and that all those Powers, with the exception of France, have since ratified those resolutions; and will he state whether he has any information as to the intentions of the French Government in the matter?
§ Mr. A. CHAMBERLAINThe answer to the first part of the question is in the affirmative. As regards the second part, I understand the position to be that a Bill providing for the ratification by France of the treaty which embodied the resolutions is still before the Foreign Affairs Commission of the Senate.
