Order for Consideration of Lords Amendments read.

Motion made, and Question proposed, "That the Lords Amendments be now considered."—[Mr. Neville Chamberlain.

Mr. SPEAKER

This is a Bill dealing with rating. In a strictly technical way this House has considered any matter of rating to be a matter of privilege. It is my duty to point out that the Lords Amendments are drafting Amendments, and it has been the custom of the House in matters of that kind not to claim strict privilege on such small points as are contained in this Bill. I have done my duty in pointing out this purely technical aspect of the matter, and it is open to the House to take what course it pleases as the Amendments come up.
