asked the Secretary of State for War what is the authority responsible for an escort or guard of honour to distinguished visitors to this country?

The provision of a guard of honour for distinguished visitors in certain cases is prescribed in the King's Regulations and the Territorial Army Regulations. In other cases it depends on the circumstances whether a guard of honour is provided; the authority for such provision would be not lower than that of the Divisional or Area Commander.
