asked the Secretary of State for Foreign Affairs whether the committee of experts for the codification of international law, appointed at the request of the Fifth Assembly by the Council of the League of Nations, has as yet made any report; whether the British representative upon that body speaks with official authority; whether His Majesty's Government have taken precautions that this country may not even appear to be provisionally committed to any alteration in the law of nations before there can be full public discussion of the issues involved?

The answer to the first part of the question is in the negative. With regard to the second part, the members of the committee are not representatives of their Governments, but were invited by the Council of the League of Nations to serve as members of the committee. In the circumstances, the point raised in the last part of the hon. Member's question does not really arise, but His Majesty's Government are fully alive to its importance.
